From SWAG 77 Headcanon Performances: Obi-Wan & Bo-Katan

Obi-Wan Kenobi is an exile on Tatooine to protect Luke Skywalker until one day he bumps into an old friend, the Mandalorian Death Watch Lieutenant, Bo-Katan. She nearly kills him until she realizes she could use his help on salvaging former warships of the Confederacy of the Independent Systems. Off to another planet to salvage a warship to be reverse engineered for the Mandalorians to defend against any intruders.

Stormtroopers could be “cloneless” because people can be “riled” to do anything asked of them through psychological propaganda manipulation campaigns. It seems a Sith would like doing that more-so than all this unproven genetic manipulations. A drug addiction/bioweapon/vaccine/etc can force conscripts to serve.
